The broader objective, he said, is not only resolving immediate challenges but also retaining existing investments and encouraging businesses to reinvest and expand their operations.

Mr. Opoku-Mensah said the investor grievance mechanism has now been given legal backing under the new GIPA Act, providing a formal process for investors to seek assistance in resolving disputes with government institutions before resorting to litigation.

Under the mechanism, an investor is expected to bring a grievance to the authority within six months of the issue arising. Upon receiving notice, the authority acknowledges the complaint and has up to three months to work with the relevant state institution on addressing it. Once a conclusion or recommendation has been reached, the authority is expected to communicate the outcome to an investor within 10 days.

According to Mr. Opoku-Mensah, the structured process is intended to de-escalate disputes and reduce the likelihood of investors taking government institutions to court.

Moreover, he said issues that require operational solutions are generally easier to resolve, while policy-related challenges could take longer and therefore requires government institutions to regularly review policies to keep pace with changing business conditions.

He cited the Ghana Revenue Authority, Electricity Company of Ghana, Ghana Water Company, Ghana Standards Authority and Food and Drugs Authority among institutions with which the authority is seeing stronger collaboration.

He said formalising the Focal Persons Network will help sustain that cooperation and ensure investor concerns receive timely attention across government.

Deputy Chief Executive Officer of GIPA, Abdul Razak Baba, in an interview with media at the event, said the stronger investment environment created by the country’s improving economic conditions must be matched by an equally strong commitment to supporting businesses that have invested in the country.

He said recent improvements in economic growth, inflation, the external position and sovereign credit ratings have helped restore confidence and create a more stable environment for investment and business activity.

According to him, however, attracting new investors should not be treated as an end of the investment process – as businesses that have already committed capital, established operations and created jobs also require sustained institutional support.

“We must pay equal attention to the businesses that have already invested their capital, established operations, created jobs and made a long-term commitment to Ghana,” he said.

Mr. Baba noted that investors experience the business environment largely through their day-to-day interactions with public institutions, including on taxes, Customs, immigration, permits, licences, utilities and land.

Source: B&FT.

GIPA’s investor grievance resolution rate rose to 56% in H1 2026, up from 31% in 2025.
